Our energy expert....(Updated)

John McCain has claimed that our own Governor Sarah Palin  "knows more about energy than probably anyone else in the United States of America." That's quite a compliment.

However this week in Michigan, Palin took what was an easy question from a friendly supporter at a town hall meeting and turned it into an absolutely incoherent answer.

When asked by a supporter how she could ensure that the resource derived from expanded domestic oil & gas drilling would be kept at home to benefit consumers in the United States, Palin showed just how much she really knows about energy.

"Oil and coal? Of course, it's a fungible commodity and they don't flag, you know, the molecules, where it's going and where it's not. But in the sense of the Congress today, they know that there are very, very hungry domestic markets that need that oil first. So, I believe that what Congress is going to do, also, is not to allow the export bans to such a degree that it's Americans that get stuck to holding the bag without the energy source that is produced here, pumped here. It's got to flow into our domestic markets first."

For those of us who have watched Palin for years this gibberish is understandable, especially given her propensity for grabbing on to sound bites. This time however, she combined a mash of unrelated sound bites into one big garbled answer.

First, the bit about the flagging of the molecules came from recent legislative discussions regarding the governor's natural gas pipeline proposal. In legislative testimony, the explanation of the flagging of the molecules had to do with Alaska's natural gas that was being proposed to be shipped into a Canadian hub. The concern from lawmakers is that our gas wouldn't make it to domestic midwest markets, instead ending up being used in Canada.

The explanation from TransCanada was that natural gas is fungible and although they can't flag molecules to ensure the exact Alaska molecules of gas get to Chicago, the gas will get there in the agreed upon quantities.

Second, the sound bite of "hungry markets" is one of Palin's classic glittering generalities. She has used this line before to talk about the demand for Alaska's natural gas. The problem is that she has yet to put together a coherent plan on how to get Alaska's natural gas to market.

In her State of the State speech in January of 2008, this is what she said about her gas pipeline proposal: "AGIA cleared the path for our gas to feed hungry local markets and to help secure the country with a safe, stable, and domestic supply of clean energy."

In reality her gas pipeline plan did little more than grant a Canadaina company $500 million in taxpayer money to push paperwork and wait until Exxon, BP and ConocoPhillips decide to write the checks to pay for the pipeline.

Third, the comments about her belief that Congress won't allow export bans to the point where Americans don't have access to domestically produced energy supplies makes you stop and ask if she actually knows what an export ban is.

How in the world does an export ban on a product create a shortage for the producing market? If Congress were to impose  export bans on domestically produced energy, by the nature of an export ban, Americans would have access to all of the domestically produced energy.

But this isn't the first time that Palin has shown a serious inability to grasp basic energy related issues.

On Monday September 15, Palin was a call in guest on the Bob & Mark Show, a local radio program. One of the hosts, Bob Lester, said Palin needed to look into the fact that Enstar had recently announced they were raising their natural gas rates by 22% this winter. Alaskans in rural areas would be bankrupt, Lester stated.

Palin agreed and stated that the public needed to make sure companies like Enstar are held accountable. Palin's response is meaningless.

Enstar is a gas transportation company that simply provides the infrastructure to deliver the gas. Their rates are established by the Regulatory Commission of Alaska and the 22% increase is a result of the increased cost of purchasing the gas from Cook Inlet suppliers.

This increase is not a revenue increase for Enstar, it simply covers the increased cost and is a pass through to the consumer. These costs are based on a matrix of long term contracts, some of which are tied to the price of a barrel of oil. As we know, the average price of a barrel of oil has risen almost $50 per barrel over the last year, hence the increase.

In addition, Enstars rates have no impact on rural Alaska because they don't transport natural gas out of southcentral Alaska. In fact their is no natural gas usage in rural Alaskan communities.

Sarah Palin hate

As a Petroleum Engineer with years of Alaska experience, I'm very impressed with her knowledge and agree with McCain. A little jealous here .... getting anywhere deriding her ... like a hummer from Obama ?

Wow.

She has already stunned, horrified and scared me to death, but it never hurts to read a little more to see "just how bad it can get." I thought Bush was as low as we could go, but it appears we can go even lower. I'm from Texas and it is good to see that, like Texas, Alaska has a few brain cells left. We just have a hard time being heard over the voices of people like Bush & Palin. This reminds me of high school, when the guy voted to be the President of the National Honor Society was a jock (and not in the top 10% of the class) instead of a geek. As long as we keep electing Jocks, Party-Hardy Jerks and Homecoming Queens instead of Geeks and Readers, our country will continue to go down the tubes.

Thanks for the

Thanks for the interpretation. Her comments made no sense what so ever to me and now I do get the gist of what she was trying to say.

500 million for paperwork

$500 million to "push paperwork" could actually be a bargain for the State of Alaska if that paperwork includes all the legal work required to push through. Consider: National Energy Board approvals, judicial review of those decisions, appeals of those judicial reviews (all the way to the Supreme Court of Canada); litigating over all the disputed native lands in the pipeline path with all the disputatious native tribes in Canada; miscellaneous litigation re: subcontracts, expropriations, etc. (we lawyers can always come up with something to fight over); lobbying/ bribing all the pols at a provincial, federal and municipal/tribal level; throw a NAFTA challenge into the mix, just for fun ... all that can get pretty expensive. Especially if you use big Calgary law firms, who are really the only ones with any expertise in Canadian oil and gas matters and already have plenty of work to keep them busy.

A proud Republican?

A proud Republican .......... who ran as an Independent? You know, my father ran for the State House as a Republican in a heavily Democrat district. The party advised him to run as an Independent and then change his affiliation once he was elected. He said no, that wouldn't be right and ran as a Republican. He easily won the primary and lost in the general by a few points. Had he run as an Independent, he probably would have gone to Juneau. But my dad wouldn't do that.

And I presume you are on Obama's payroll

So Andrew I should have known that at some point your true colors would show through and you would trivialize any valid positions and arguements at odds with the Governor's positions on Alaska. However, it seems to me that you have actively joined the Obama campaign and are actively working for the defeat of the Republican ticket. I can only assume then that you are a believer in socialism and increased government control of our lives.

I'm a proud Republican and have been since I was 18 years old. I'm just tired of my team drafting bad players.  AH

Timothy...perhaps you could

Timothy...perhaps you could answer something for me. Why is it, that if someone has a different opinion than Gov. Palin supporters...they must be on Obamas payroll. That is a nonsensical position to me..and so by the same token, you then are on the McCain payroll? Well sir...I would have to say you have the tougher job, and you should be making a good buck!

Good repartee

Excellent repartee to the likes of Timothy! Seriously, what is a democracy that does not allow analysis and criticism? So everyone who disagrees with you is bad or unpatriotic? Wow so presumptuous Timothy! Good blog Andrew-all the more insightful because there is so little info available...

And just what do you think Bush's Bail out plan is?

The American bailout plan proposed by Bush is an example of socialism at its worst. This bailout will only help those people that have so much more to lose than regular Joe's who have to work hard for a living. And who is going to front all of this money? We the taxpayers will be paying for years on this. Clinton left us with a thriving economy and a surplus, Bush has raked us over the coals. Oh and by the way, I was voting McCain until he picked Palin as his running mate.

My goodness Andrew...it had

My goodness Andrew...it had to have been apathy on the part of Alaskans for Palin to be elected Governor. Every day more and more is coming out. I feel so very badly for her family..parents etc. I am shaking in my boots at the thought of a McCain/Palin admin., and can only hope most americans are wise to all of this. I watched a video today of Sarah and Bishop Muthee...frightening. I also watched her interview with Katie Couric and I slapped myself in the face...it was that bad. God be with us all.

She can read but that's it......

As an Alaskan I am totally embarassed whenever Gov Palin opens her mouth without a prepared speech in her hand. Foreign policy experience,an articulate spokes person...I say Catie Courrek would be a much better VP candidate! There were times when Catie had a look on her face that matched my own thoughts. My thought was ' When will Sarah end the so-called 'sentence' she has begun?' She appears to be going on and on without concluding her statement so that the interviewer can't get a handle on what she has said enough to ask her another question! Interesting that Catie had to ask her the same question more than once..a common issue in Sarah interviews. How I long for the dignity and maturity of a President Reagan, the truly inspired voice of a proponent of the basics so often overlooked in these times.Sarah, like most people, spews nonsense when she either doesn't know the answer,is trying to cover up the truth, or both. Sarah should be shaking in her Pradas because she is not qualified to be VP. This is not a movie set, or is it? Gena Davis or Glenn Close should coach her a bit. I believe in McCain but I am saddened and sickened by his choice of a running mate. I predict a LOW voter turnout because these choices are hard to bear.We need dignity, truth, justice, and ideals. We are still One Country Under God. That is the least we owe Him.

Paul Jenkins

Hope you all read Paul Jenkins article 9/26/08 , Voice of the Times. The nail has been struck dead center. Who is RESPONSIBLE and who is ACCOUNTABLE ??? Time to see which Representatives and Senators have backbone that support open challenging of the Govenors actions and her holding the Legislature hostage.

Enstar and gas

*** AH: This increase is not a revenue increase for Enstar, it simply covers the increased cost and is a pass through to the consumer. These costs are based on a matrix of long term contracts, some of which are tied to the price of a barrel of oil. As we know, the average price of a barrel of oil has risen almost $50 per barrel over the last year, hence the increase. *** Again, I'm no energy expert but as I understand it, there is not a direct relationship between oil and gas prices. Oil went from $80 last Sept to $147 in July and back down to $105 today. I don't believe gas has gone through those same qyrations. The other factor that plays here is that Cook Inlet gas really has no other market. If Enstar doesn't buy it and sell it to us here in Anchorage, it is going to stay in the ground - especially now that Agrium is shut down.

She'll study later

C'mon. Palin got most of the words right, even if she couldn't form a coherent sentence. It's hard studying up on energy when you have to make time look good on camera. Hopefully for Sarah, the debates will be in a multiple choice format. Off topic: Has anyone looked into whether Governor Palin is still billing Alaskans for her per diems as well as flying her staff around the country to shuttle state business to her on the campaign trail?

fungible

My first husband was a genius, but always very insecure about his ability. He specialized in oil and gas tax accounting; so did I that's how we met. Anyway, he always used the word 'fungible' whenever he could, because he thought it made him look smart. I saw him throw that word out numerous times in meetings with CEO's, for that very same reason. As I watch Governor Palin answer this question, I remember him doing that and it is good for a fond remembrance. Thanks for posting this. An expert on energy? Not in any board room I've been in.

Palin is Proof That being Stupider than Bush is Possible...

"The Fundementals of the Economy are strong" Ummm... Hmmmm...But wait... "There is a possibility that yes, Since you asked Katie Curiuc, that the country can fall into a great depression...Hmmmm...(Sarah Palin thinking: "It seemed a lot more fun running a state that had some money to build things and create jobs...But I guess my political career would have suffered") ... Katie Curouc: "So you've finally met some foreign leaders...How was that charming President from Georgia Sarah?" ...Sarah: "Oh, I've never met Jimmy Carter yet..." ...Maybe it would be better for the State of Alaska if the Mccain/Palin Ticket DID win the White house....

Maybe it's...

...a beauty contestant thing. Remember this? Hmmm. It almost sounds like they might use the same coach.

Beauty contestant

The more I hear Gov. Palin speak on anything she reminded me of the corny answers heard at many beauty pageants.

Palin is correct that Enstar is not held accountable

Sarah's instinct is correct that a company like Enstar needs to be held accountable. "Palin agreed and stated that the public needed to make sure companies like Enstar are held accountable." Enstar doesn't just own the infrastructure, they CONTROL the infrastructure. They use it to increase profits far above what the Regulatory Commission allows them to earn. This profiteering only pads the wallet of Enstar's sercret Outside owners. A utility like Enstar has no real competition. They should be required to have their profits audited and published by the Regulatory Commission annualy vs. the current practive of every 5+ years. Enstar is a huge iceburg with only the tip visible to the eye. Sitting on the tip is a political fatcat whining about not having enough ice. The rest of us are being held hostage on the titanic.

What about the import ban?

Why hasn't Palin banned the import of outside aliens to take over state government while she and her government are traipsing around the country?

Everyone's Oil Ban Confusion

Andrew, I think you and Palin are confused about export bans. An export ban does not ensure domestic supply, it interferes with the market. In Canada in 1980 Prime Minister Trudeau instituted export controls and price controls on domestic Canadian oil industry to "ensure" central Canada would have oil supplies. It ended decimating Alberta oil companies for a decade. Let markets work! If you don't, we get leaders asking for trillion dollar bailouts for highly regulated and dysfunctional industries.

Don't forget just because

Don't forget just because someone claims Reformer, watch carefully their deeds. Look at the house and acreage they have. All of this is pretty tough on a Governor's salary, a husband I'm not sure works full time or not. Gratuities, payoff's? I do believe there is reason to doubt her explanations on her own life style.

Oil ban

Alaska, I understand the state that corrupt individuals have put you in and in all has to do with OIL. That is the factor driving corruption, not only from your state, but any Country with OIL. Look at the recent Georgian fiascal with Russia, a pipeline is the reason for murder, only McCain making money on the side of Georgian President has given him a security blanket of intervention from the U.S, military. I believe that was a moment of drama McCain created, russian citizens died in Georgia living there, because McCain needed a 'wag the dog' scenario for his campaign....the Georgian Presdident fell for it. That is typical McCain...a setup of sorts. Alaska and Canada....no surprise Steven Harper P.M. is calling for an election to coincide with America's election, Canada set for October 14, 08........a typical Stephen Harper after talking to Cheney. Harper need a majority government and he can push thru the pipeline. Liberals do not want it at all. Their oil sands are dwindling. It's all about 'black gold'. Not the social injustices happening in our country's, not about fairness, it's about the Rich and the OIL, bank loans, stock markets and such. I keep telling you, Sarah Palin and Todd have been to Washington for dinner with the President and likely the Cheneys for two years, Sarah is used as the vehicle to win this 'old mans' election. This old man that also has connections to the oil markets. The corruption is from the top...trickly ever so slowly down...right to the governors doors...and she wanted in on it. Greed and granduer is her motive. r goal and her husband's, and she does believe she is that powerful Delusional thinking. The American people are now seeing the unravelling of both McCain and Palin....and I bet you the FBI is watching.

People love pretty and hate smart.

I've been a Halcro fan for quite some time now, dating back to pre-2006 election. The only reason Halcro is not Governor is because he is SMART, and people hate smart because they can't relate to higher degrees of intellect. Making oneself more likable or more attractive is much easier than making oneself smarter. People are threatened by intelligence. That is just bizarre. Politicians like Halcro are who we need in this day and age. Instead we get pretty bobble-headed phonies like Palin, who come across as a garbled up Wikipedia page rather than someone who can help us understand the issues and provide direction for this country. Anyone who listens to Palin and can hear through the glittering generalities understand there isn't a whole lot there. Palin an leading expert on energy issues?? I would love to listen to the oil execs laughing their heads off with that one. The scariest thing of all is that Palin thinks SHE is qualified. A true leader understands their strengths and weaknesses. Palin sees no difference between the two.

Smart

People don't always reject smart politicians - Nixon and Clinton were proof of that, very bright men despite their flaws.

And your point is?

Both men left office in disgrace. Nixon due to his criminal actions in Watergate, and Clinton due to rabid Republicans who thought a blow job between two consenting adults imperiled the country.

Palin is such a fake...

Here is the article where she got all her buzzwords regarding "not blinking" from. http://money.cnn.com/2007/10/16/news/companies/alaska_pipeline.fortune/index.htm As I have pointed out on Andrew's blog, time and again, Palin wanted Big Oil to bid under AGIA and when they didn't, she started pouting and put them on her personal enemies list. This is the only way she knows how to negotiate.

flagged brain molecules

Too bad the molecules that govern the Governor's brain function aren't fungible, perhaps Congress could enact an Export Ban to feed her hungry, domesticated market. I know this is a cynical post, but the whole scenario of Palin-One-Heartbeat- From-Leader-of-Free-World grows more absurd each day.

She lost me at hello.

She lost me at hello.

I wondered . . .

. . . where she picked up the term "fungible." I figured she'd seen it recently. LOL
