Coming Thursday: The Shadow Governor

Andrew's Note 2/6/10: With today's public release of over 3,000 emails from the Palin administration, many confirming reports about Todd Palin's deep reach into state business, I'm re-printing a blog we wrote in July of 2008.

Originally Posted 7/23/08: In the aftermath of the Walt Monegan firing, one question keeps surfacing over and over again; why does the governor's husband, Todd Palin appear to hold so much power?

After all, Nancy Murkowski or Susan Knowles were never accused of pressuring a commissioner or inappropriately sitting in on meetings that should have been private.

The stories started last year when Representative Ralph Samuels told me about going into a meeting, he thought would be private, with Governor Sarah Palin. Much to his surprise, Todd Palin was there and proceeded to sit through the entire meeting.

Other lawmakers have shared similar stories and were shocked at how inappropriate Todd's presence was at meetings with the governor. Yesterday on the Dan Fagan Show, Representative Jay Ramras mentioned that Todd was working lawmakers offices during the ACES debate.

But more importantly, Todd's fingerprints on trying to impact personnel decisions appear to go beyond the current scandal revolving around State Trooper Mike Wooten.

Consider the story of one of Governor Palin's former trusted advisors, John Bitney.

Bitney grew up with the governor, often telling the story of being in the same band class. He served as her Issues Coordinator during her successful gubernatorial campaign in 2006, spokesman for her transition team after the election and on December 1, 2006 he was named her Legislative Liaison.

Bitney was respected as a hard worker by people who knew him and worked with him. In six months, Bitney guided the governor's policies through the legislature, including her hallmark legislation; AGIA.

But John Bitney made the fatal employment mistake; he got on the bad side of Todd Palin.

In June of 2007, it became known that Bitney was dating the soon to be ex-wife of Todd Palin's good friend. Palin reportedly began demanding that Bitney be fired.

After a short time, Bitney realized that he couldn't remain in the governor's office due to the constant pressure and he worked out a deal with Chief of Staff Mike Tibbles to take a transfer to another department.

On July 3, Bitney was in the process of driving his vehicle back to Juneau when he couldn't get his state issued Blackberry to work. When he arrived in Tok he called his office and was told that his Blackberry had been turned off and that his name had been removed from the state employee directory.

His call was then transferred into Tibbles who told him the proposal they talked about was a no deal and the governor ordered him fired immediately. John Bitney was never given a reason why he was fired and never given a chance to make a graceful exit.

However reading the press statements from the Palin administration, you'd think otherwise.

According to the APRN on July 9, 2007, Governor Palin's spokeswomen Sharon Leighow said Bitney left for "personal reasons" and the departure was "amicable."

The Associated Press reported on July 10, 2007, "A spokeswoman for the governor says Bitney and Palin mutually agreed he would leave his post for personal reasons."

Bitney didn't leave his post, he was unfairly and unceremoniously fired and even after serving as a loyal employee was never given an answer as to why he was dismissed by the governor.

According to Bitney, "Todd's words have so much weight".

Confidential Emails

The most alarming indication of Todd Palin's reach into state government came just yesterday.

Last month, a group of Alaskans filed a freedom of information act for emails sent from the computers of both Frank Bailey and Ivey Frye. Along with several boxes of documents, they received a cover letter along with 78 pages detailing the emails that were not released due to "Deliberative Process and Executive Privilege". (Privilege log attached)

Page 1 of the list showed seven emails from both Governor Sarah Palin and Lt. Governor Sean Parnell within a three hour time frame on Feburary 1, 2008 that were described as "Email re Andrew Halcro".

The serious concern about these emails is that they were prohibited from being released to the public due to executive privilege, even though Todd Palin was copied on these same emails.

Todd Palin is not a member of the executive branch, nor is he even a government employee. Todd Palin is a member of the general public.

So why in the world is Todd Palin getting copied on emails that his wife's administration is classifying as confidential?

Furthermore there is something incredibly suspicious about these emails.

The first email was sent on Feburary 1 at 7:41am from Lt. Governor Sean Parnell to Governor Sarah Palin. Obviously something was burning Parnell to make him fire off an email to the governor so early in the morning about Andrew Halcro. This in turn set off a flurry of email activity that spanned the next three hours and encompassed five different people including Todd Palin.

Judging from the blogs I posted on January 31, the night before, this very well could be about the 2004 TransCanada proposal that Parnell help negotiate when he was an attorney in the oil & gas division that has been kept sealed ever since. TransCanada has insisted to this day that it remain confidential.

These emails should be released to the public...after all Todd Palin has no standing to claim executive privilege. By including him in the email loop, the Palin administration has arguably breached any claim of executive privilege.

After all, government can't pick and choose what private citizens get to see confidential material, that is exactly why freedom of information laws exist.

The attached print out clearly shows that something drove this administration into overdrive, hence the seven emails in under three hours. Since the executive privilege has been breached by sending them to Todd Palin, this administration should release those emails so all Alaskans can see them.

This is yet another example of why we need to get to the facts about how power is being used in the governor's office.

When will the people of

When will the people of Alaska start impeachment proceedings? This woman does not belong in the Gov's office let alone the VP office. I feel for you Alaskans....She is a disgrace to your state and our country!

Palin, a dangerous woman

I cannot believe what I have just read. Todd Palin has no more right to make political decissions or influence his wife in any way concerning affairs of state than I do. I am not an ellected official and nor is Mr Todd Palin. If my wife were elected governor of our home state of Virginia I would not expect her to perform her duties as an ellected official to serve me. Nor would I expect her to discuss state business with me. To say that God ordains it as part of the sanctity of marriage is clearly twisted and misguided. What if Palin gets someting else wrong, as she often does, will she now claim that God told her to do it. Afterall she likes to blame everyone else for her mitakes. Let's be honest about this, Sarah Palin is a power hungry woman with her own hidden agenda. Too many truths are being discovered about her, there is dishonesty, wrong doing and cover ups. How many skeletons will we eventually find in her closet? And how many more in Todd Palin's closset? She is a dangerous, manipulative, inexperienced and calculating woman. She certainly cannot be trusted as Governor of Alaska so why should she be given the trust of a higher office? If anyone is a danger to the United States of America it is not Barak Obama it is governor Palin. Examine if you will the growing mountain of evidence that Palin is unfit for such high office, or any office for that matter. If you want to put God's word into the equasion try this; "Let he who is without sin cast the first stone." Based on that Palin must therefor be pure and free of all sin to make such unfounded accusatory statments against her political opponents. Let's leave the Lord out of this and concentrate on seeking the real truth about the Palins.

Hey Governor Palin:I

Hey Governor Palin: I thought you called yourself a pitbull; how did you allow a "duck" to get to one of your chickens?? If you are striving to become vice president; you better put down the lip stick and become a better watch dog!!!

Todd Palin information

This information needs to be considered in the Presidential campaign. If Todd Palin is a shadow official to the governor's office, then there is a serious ethics issue which should be flagged in her qualifications to be Vice President.

Todd Palin????

Thanks for the courage to stand up to these people. The question I've asked myself since first reading about "Troopergate" is "Why is Todd Palin attending government meetings and receiving government emails?" If his wife (oops sorry, John McCain) is elected president, what role is he going to play in the Executive Branch of our Federal Government? I have bad memories still of Billy Carter, even though I have a great deal of respect for Jimmy... And it's true that Eleanor Roosevelt ran the government but to paraphrase Lloyd Bentsen, "You are no Eleanor Roosevelt, Todd Palin". And why doesn't the media ask this question? I keep waiting for the hammer to fall, and yet no one seems to have the courage to ask about it. If Sarah Palin were not a woman you can bet it would be a topic. It's reverse sexism.

Alaskan Hillbillies

Can't wait till we get the Alaskan Hillbillies (Palins) in the white house. Oh the fun we will have on comedy central and SNL!! Sarah will be destroying her foes with a bloodthristy vengence, Todd will be riding around DC on is "snow machine" Bristol will have her gun toting, boozing, wheel's off friends over having keg parties on the white house lawn. Heck when it rains they can go mudding in their 4x4s!! That wheel's off church the Palin's attended for 2 decades that is predicting the end of the world is coming can hold mass in Congress. Oh the fun it will be!!! Come on America is this the best this great nation can produce for the highest office in the land!!!

Sorry buddy

"On July 3, Bitney was in the process of driving his vehicle back to Juneau when" Sorry buddy, you can drive to Juneau, maybe rest of your article is wrong also.

Ferries?

Have you ever heard of the AMHS (Alaska Marine Highway System)?

Please submit this to major newspapers!

- To date I have seen very little of this is major newspapers or the talking heads news channels. The world needs to know about this moose poop! This is very dangerous and sinister. - I would assume that the Backberry e-mails and text messages can be obtained by subpoena from Research In Motion, but it would be a good idea to work on this quickly. - Interestingly, Article II, Section 4- Disqualification says the President, Vice President, and all civil officers of the United States shall be removed from Office on Impeachment for and conviction of Treason, Bribery, or other high Crimes and Misdemeanors. This would allow Congress to impeach Palin for high crimes and misdemeanors committed before she were elected, if such a dreadful think were to happen. - There is absolutely no way that Sarah Palin should hold any public office, much less a National Office!

Todd Palin

WOW, she is a pit bull/Cheney act alike! Sounds like Alaska needs an outside committee investigating all these allegation, how can it ever be fair if she is firing people at her will? AND THE NEXT QUESTION - Palin said that Todd is fixing up the governors mansion, HOW MUCH ARE THE TAXPAYERS PAYING OLD TODD TO FIX IT UP, DOLLAR AMOUNTS PLEASE!

Wasilla resident on Palin

Anybody who abuses their position of power to try to fire a former brother in-law and Commissioner simply because of a personal vendetta and not on the basis of job merits is unethical, untrustoworthy and unfit to be a heart-beat from the highest office in the Land.

Palin normal actions another secret administration?

I thank you and Andrée McLeod for seeking this information and posting it. I am from Gresham, Wisconsin, USA and certainly am concerned about the manipulation, outside influence, and secrecy going on. Please continue to follow this and other such matters. We need to know if the Vice Palin is into Vice ie Crime. Bruce Egguum

affair

Is Scott Richter, the one the Enquirer is referring to in the latest affair rumor? -Robert

I am a retired public

I am a retired public lawyer. There is no way these emails are protected from disclosure once she sent them to Todd. She is incredibly naive.

Todd Palin Influence

This is scary on the state and national levels.

Ummm.... I'd also want to know about Todd Palin's email account

Was "T Palin" being emailed to some home ISP-based account or some extra-government account, or does Todd Palin have a government-based email account? If the email was sent to his home account or to another unsecured email account, it may also have violated privelege... as well as standing information security guidelines (and/or laws, depending on the subject matter).

Todd Palin

Andrew, I just did a lexis search and found that Todd Palin was convicted of a misdemeanor on 11/5/2002, case No 3PA-02-02239. It says "guilty after no contest plea". Can you tell me what this is about???? Rob T

Todd Palin 2002 Misdemeanor

Misdemeanor use of off-road vehicle in Susitna Flats Game Refuge which is a large fish habitat between the coast and Anchorage-Fairbanks Highway through Wasilla, and the coast. Habitat destruction is reducing the fishing catch locally.

influence

I have been a democrat all my life but I am getting tired of people trying to tar someone else with exactly the well documented charge that Hillary was the"second president" Come on. You cannot win elections with this kind of nit picking stuff. The governor has every right to consult anyone she wishes to consult, to have advisors of her choosing, to include her closest partner in any deliberations she feels would be useful. With this kind of irrelevant stuff you you are well on the way to convincing me that the Democrats have lost their way and do not even want to deal with government issues. Like, among the four Presidential and Vice Presidential candidates, how many have had ANY actual experience at running a government - not Obama, not Biden, not McCain - guess who is doing such a good job as governor that she has a 90% approval rating. It has been reported that the "family comes first" gathering which passed as a Democratic convention was indeed the brain storm of the DNC, not Obama. It was crazy from beginning to end. I would a lot rather have heard Dennis stand up and just tell us the truth. There is a lot wrong with the country but I have been persuaded that Obama would rather talk than get anything done. You can't run a government that way, but of course, he has had no experience at all running a government. Keep it up and you will make a Republican out of me yet.

I agree with Infuence

I agree with influence. As a Christian Woman, it is important for Sarah to consult with her husband and it is perfectly right for her to have her husband make the decisions for her to carry out. What is wrong with that? It is important as a Christian woman who believes in the sanctity of marriage to obey her husband. Sarah Palin is doing what it takes to please her husband. She will get him in the White House and there is nothing that anyone can do. It is ordained by God. White people have to do what it take to keep this Country strong for true Americans. It is not about being a Republican it is about supporting and building the sanctity of this Country for true Americans. Let's be honest, Sarah is being a devoted wife and is helping America to strengthen its moral fiber by getting her husband into positions of power. If more women were supportive and served their husbands and lifted them up, America would prosper. It is only right that Todd Palin make the decisions for the state of Alaska and when Sarah become the Vice President he will support his wife by helping her with the Vice Presidency. Did you think that as a good Christian Man that he would allow his wife to go into politics if she would be making decisions that he did not approve of? He is a honorable Christian man and is doing his duty for God and his Country by making sure that his wife do her Christian duty. He is a good American and I am so glad that he did not secede from the Union and is working with the United States through Sarah. He is a man of God. Sarah Palin is serving her husband and that is all right with me. Sarah should and must consult her husband on the decisions she makes for Alaska. After all he allowed and supported her to become Mayor of Wasili, and now he is allowing her to become the first true Christian woman of the United States of America. Husband first, Alaska second, the Children third, the United States fourth and Jesus for us all. We should be proud that Sarah knows her duty as a woman and as a wife. True Feminism

What a misguided view

I cannot believe what I have just read. Todd Palin has no more right to make political decissions or influence his wife in any way concerning affairs of state than I do. I am not an ellected official and nor is Mr Todd Palin. If my wife were elected governor of our home state of Virginia I would not expect her to perform her duties as an ellected official to serve me. In which state is your

In which state is your church located? Just wondering so I can avoid it like the plague. I truly can not believe women like you still exist. And, if you think for one single second that Sarah Palin is doing ANYTHING to please her husband, you should take another sip of the kool aid they dole out at your church. Ms. Palin is driven by narcissistic ambition. Period.

Influence???!!!???

You are one scary individual. Religious extremist, racist, sexist, and ignorant. NO ONE VOTED FOR TODD PALIN. SHE is a servant of the people, SHE was elected, and SHE is behaving in an unethical, criminal manner. I DONT WANT SECRECY IN GOVERNMENT! And the Palins have NO RIGHT to hide anything from the public if it concerns the governing of the state. This is AMERICA. ALL PEOPLE, ALL RACES, ALL RELIGIONS ARE WELCOME HERE.

Seriously??

Wow. (and not in a good way) As much as I cant stand the woman, SARAH was elected to the office, NOT her husband. She can discuss issues using him as a sounding board off the clock but he should not be included in any official meetings, correspondence, etc. And, there is a good reason for the idea of separation of church and state. Religious affiliation has nothing to do with how well you run an elected office. Basic morals and good ethics, however, does. Something this Governor, unfortunately, has not demonstrated to Alaska.

Really?

Besides the fact that unless you know them personally, you have no idea whether or not they're 'good Christians', how can you call yourself a Christian and yet state "White people have to do what it takes to keep this country strong"? This country was built upon the backs of a multitude of races. White people were not the first ones in this country and that would include Alaska, so please don't start spouting that racist crap. The God I serve sees no color, gender, age, class, political party, or any other forms of division. This isn't about race, it's about what's best for the country as a whole, and just as if Obama gets elected, the two top dogs will be Barack and Joe, if McCain wins, it will be John and Sarah, not Michelle, Jill, Cindy, or Todd. If Todd has political aspirations, he should run for office himself and not live vicariously through his wife.

Are you serious???

Where to begin? Are you serious or just in a time warp? If you truly believe your arcaic rhetoric, then your precious Sarah has no right holding public office. As an indepent and stong womwn, when I exercise MY RIGHT to vote, I want to KNOW that they're the one making the decision for the office elected to NOT the husband. And all you holier than thou people please stop saying what a true Christian she is because Christ would NEVER condone the hate and out and out lies she is spewing. Please confind yourselves to your narrow minded and controling churches where others do your thinking for you and let us Americans who actually care enough about this country to listen to all sides and learn the issues do the voting. God help us if this is the kind of ignorance being taught to our young. I'm very scared about as well as for you. Get a mind and life of your own and join the 21st century.

I get the Christian woman

I get the Christian woman thing, but when you take public office, you are sworn in to serve the people, not just your spouse. I'm sorry, but Palin is an embarrassment to the United States of America with her winking, hockeymom, six pack dad drivel. Now that she's been put into attack mode, she really looks like an idiot with all that's hanging over her head that she allegedly did while in Alaska yet refuses to acknowledge. We are still wondering why the coverup if she did nothing wrong? Is that the "Christian" way? With all those children, she really needs to stay at home and make sure they understand abstinence, safe sex or just plain old morals especially if it's true that her daughter has only been dating this guy for five months and is five months pregnant. So get off the fine christian horse, if Sarah wants to serve her husband, she would be doing the majority of us a favor if she chose to return to the wilds of Alaska to do it and stay out of public office! By the way, why is he never seen holding the baby? I've even seen the youngest one holding the baby which is very dangerous....what a great...ummmm...mom?

YOU ARE OUT OF YOUR MIND

McCain Palin campaign has been run on fluff and style and complete lies. They DO NOT want to talk about the issues but to complain about every little thing to the press. OH sexism, Oh lipstick on a pig, Oh bridges to nowhere, Oh reform and so on. Nothing about their plan about the economy, jobs, an exit strategy out of Iraq, ANYTHING. They are all about attacks and negativity. I have serious doubts you are a democrat and if you are, you are a real weak one at that. Go ahead and switch republican if that makes you feel better.

Influence in the Open

A Governor does has every right to include anyone they want in their deliberations, but if it includes a member of the general public, then executive privilige is waived by definition. And, if someone is brought into those deliberations, the public has a right to know what that person's background is, and why they are a participant - now it matters that Mr. Palin was a member of the Alaska Inedpendence Party, if he was, at the same time, participating in governing Alaska. Lastly, no one has the right to agitate to have someone fired without cause and due process.
