Frank Bailey's paid vacation: The cover up

Less than a week after Frank Bailey was outed after making a recorded phone call where he tried to get the governor's ex-brother in law fired, disclosed confidential health information and portrayed that the call was at the behest of the governor, Bailey received the harshest punishment Governor Sarah Palin could apparently dish out; a paid vacation.

Late Tuesday, the governor's office sent out an email that said "Frank Bailey has been placed on administrative leave pending the outcome of the Branchflower investigation." According to Kyle Hopkins at the Anchorage Daily News, Bailey is on paid leave and is eligible to continue collecting his $78,528 salary.

This is a joke. After all, has anyone stopped to recognize just how much exposure Bailey's 24 minute phone call to State Trooper Lt. Rodney Dial has created for the state, not to mention Governor Palin.

First, Bailey's request to Dial to act as a mole in forwarding communications sent to PSEA members seriously encroaches on fair labor practices rules. The PSEA union is already reviewing their legal options.

Second, Bailey's discussion of Palin's ex brother in laws medical files are a serious violation of an employees privacy rights and HIPAA laws which are strictly enforced to protect the privacy of employees. 

Third, Bailey's attempts to get Palin's brother in law, fired even though the complaints he mentioned had already been ajudicated, violated Wooten's employee rights.

All three of these instances has not only provided serious legal exposure for the state and Frank Bailey, but has ironically given Palin's ex brother in law grounds to sue the state for violating his rights.

How's that for turn about. After spending a year and a half dogging Palin's ex brother in law, not only could the Palin administration not get the guy fired, but they've handed him a solid case to turn around and sue the state. 

But yet after all of this mess he created, Frank Bailey gets a paid vacation.

And what about the governor's assertion that she didn't know any of this was going on?

On July 18, when former Commissioner Walt Monegan broke his silence about the pressure he felt to fire Palin's ex brother in-law, the Anchorage Daily News reported this:

In February, the governor brought up Wooten's name to Monegan, according to Monegan. They were walking together to wish Sen. Lyman Hoffman a happy birthday. "I told her I needed to keep her at arm's distance and she shouldn't be involved," he said. "She said, 'OK, that's a good idea.' "

Bailey was the latest to contact him about Wooten. He called a trooper commander, and several others, before the calls ended up in Monegan's lap. Monegan called him back.

" 'We can't do this. This is not what we are supposed to do,' " Monegan said he told Bailey.

Now, step back and look at the time line that has been established as each little bit of information has been released out of sequence.  

Senator Lyman Hoffman's birthday was on Februrary 13, when Monegan said he was walking with Palin and told her she shouldn't be involved after she mentioned Wooten's name.

On the afternon of Februrary 28, Todd Palin makes three calls to Ivy Frye.

On the evening of February 28, Frye begins a flurry of emails to Annette Krietzer, Todd Palin, Sarah Palin, Frank Bailey and Kris Perry regarding PSEA.

On the morning of Februrary 29, Frank Bailey calls Trooper Lt. Rodney Dial and spends 24 minutes with him on the phone attempting to convince him that Wooten needs to be fired.

Directly after the phone call on the morning of February 29, Bailey emails Frye and writes that Dial is just a Lt. and will pass the information on up the chain of command.

This is where Monegan's comments come into play.

In the July 18 ADN story, Monegan stated that Bailey was the last person he spoke to about the Wooten issue. He said he ended up speaking to him after Bailey's calls to a Trooper Commander and several others about Wooten ended up in Monegan's lap. Obviously one of those calls was the one recorded with Lt. Rodney Dial.

" 'We can't do this. This is not what we are supposed to do,' " Monegan said he told Bailey. But yet Frank Bailey maintains he never spoke to Walt Monegan about Palin's ex brother in law.

Meawhile, after saying she was unaware of Bailey's recorded phone and that it  gave the false impression he was calling on behalf of her and her husband, Governor Sarah Palin called Bailey's actions out of bounds and just plain wrong.

And as punishment, the governor gave Frank Bailey a two month paid vacation.

Going to Prison

Frank do you really want to go to prison for this Woman, As an Alaskan I hope all of these people go to prison.


worker comp records are

worker comp records are private and confidential. He would never know the private rehab specialist or company to contact and so couldn't access those records. Yet, worker comp. Div. In dept of labor would have such records. Chase this one down. Contact worker comp administrator Mark Kemberling at 269 4969. Someone there has violated the confidentiality of Mr. Wooten. There will be lawyers involved with this one.


Where is Wooten?

Why doesn't Trooper Wooten step up and confront the Governor on her outrageous actions?!

Trooper Wooten is out on the street working where all the Troopers are. Sara Palin has cut the Trooper funding so short they need all the Troopers they have to get by and still do not have near enough. Not to mention that this has consumed five years of this Troopers life, trying to just to live through all the BS piled on him by the Palin/Heath family SK


Negotiating

He's on paid leave while his lawyers negotiate his severance package that will make sure he keeps his mouth shut. Whats the dollar value on this one gonna be??? $15,000 to $20,000?

....that the other folks in the Admin, including SP and TP, are calling around to their friends to find a job or Frank - maybe with TransCanada or some other big supporter, such that we wouldnt' feel thrown under the bus and thus no need to sing?


A play from the book of covering your behind (management)

When you have an employee that has the smoking gun you handed them you can't touch them (fire them). One of the best tricks in managment is to send him / her on a paid leave and try to put the fire out before they come back. Seems Palin took that move. If Bailey had really gone behind her back in making those calls he would of been fired or asked to resign shortly after the recorded call was "discovered".


Well, yeah...not like she

Well, yeah...not like she can fire her lap dog when he's got her dead to rights! How embarrassing it is to be governed by a high school Valley girl and her peeps. I'm going into hibernation - wake me when it's over - this really has to be just a very bad dream....right?

Andrew, At the conclusion of my 11-day state government career as Gov. Murkowski's communications director in early 2005 (voluntary), I was not offered an extended paid vacation. I was not given $10,000, or even presented with a Timex watch acknowledging my service to the state. Did I need to do something illegal &/or unethical in order to have been eligible for a lovely parting gift?

No. You are do a back-payment plus interest (say 11% per year). According to Sarah, everything Frank did was unethical and immoral. So, the good news is, Paul, you qualify!!!! I'd say $7,237.33 per week of employment. Andrew - you have some sway with sarah. Can you get Paul a check?


Feds joining the investigation?

Heard information that the Feds have gotten involved in the investigation. They are apparently coordinating with Branchflower. Certainly would add some teeth to the investigation, given their political indpendence, ability to tap phones, issue subpeonas, and bring credible threat of jail time to those who might want to commit perjury. If true, this is not something SP can brush away like a speck of lint, with her propaganda effort.


Bailey

I think everyone, including Sarah Palin, is giving Frank Bailey far too much credit. While he was employed at Alaska Airlines, he never did anything (really, I am very serious) without someone telling him to do it. He's a puppet, without the mental abilities to conceive these atrocities on his own. He's just one of the group of clowns that tried to get a Trooper fired for Sarah. Frank was just unlucky - he got recorded...


Bailey

is one of a handful of state employees that Sarah, Todd and Jim Palin use to carry out their personal agenda's on state time. This nasty little gang includes Ivy Frye, Kris Perry, Mark Kelsey, Joe Balash, Annette Kreitzer, Tom Erwin and Marty Rutherford. Other cool-aid drinkers within the Administration who provide moral support for this abuse of power are Craig Campbell, Emil Notti, Joey Austerman and Pat Galvin.


Sign me up

Where do I go to sign up for either a $10,000 two week job or two paid months of non-working? Did someone forget this is the PEOPLE's money? Both of these situations are an insult to state and non-state workers who show up to work everyday, usually for far less pay than Koop or Bailey are getting for their non-work days. Stable, committed workers should be getting monetary rewards rather than those whose actions,or history of actions, are inappropriate. Has our leadership lost their minds?

Palin needs Bailey happy with PAY until.....

Branchflower is through with his investigation. Of course she would NOT fire him...that would leave him with an ax to grind and he would sing like a canary. So Monegan was fired because the Princess "wanted the Dept to move in a new direction"----Chuck Kopp was fired even though Palin was fully aware of his letter of reprimand, BUT Frankie Baily gets a PAID leave even though Palin stated his phone call was "wrong!"??????? This is just outrageous! Does the Princess think the $1200 checks will make us all forget the corruption in her administration???? Is that why they are being released earlier? To keep those precious approval ratings up? This woman is a piece of work........Her parents surely did not raise her with any integrity or conscience whatsoever.

It must have been hideous...can't wait to hear...probably tasered someone or shot an animal out of season... So, for not being a puppet, Monegan got the boot without any warning. For being a puppet, Bailey gets to sort of hang out and collect a nice paycheck "pending the results of the investigation". Very decisive by the governor: she knows when to wield the whip and when to hold it back. I can't wait for her to give us the rest of the story about Monegan...he had to have committed an atrocity...he had to....only explanation...

That guy is such a dirt bag. He shouldn't be employed, by anyone.


Paid Leave?

He may want to save that money for legal fees. I got a feeling his problems are just starting. Sometimes loyalty to someone can have a huge negative consequence. Especially when it's recorded.


It's the only play she has left

This is the only play in the playbook for Governor Palin. If a member of an administration claims to speak on behalf of the governor and they actually did not have that permission, then that is grounds for dismissal. The Governor has now said publicly that Bailey was not speaking on her behalf. Either Bailey or Governor Palin is lying. If she fires Bailey and he was indeed speaking on her behalf, she runs the risk of him spilling his guts. After all, who wouldn't tell all once they are thrown under the bus. If Bailey did lie ont he phone call, then she must be trying to protect him and get him away from her. Personally, I think that she is trying to get him out ofthe picture and not have to fire him because of the backlash that it may cause for her. He knows too much.


Bulls Eye

He may know too much and SP will try to cover this up but AH won't let her out of his cross hairs. This is all quite entertaining in a damn shame sort of way.
