Why Walt Monegan got fired: Palin's abuse of power

Last Friday, Commissioner of Public Safety Walt Monegan went into a meeting with Governor Sarah Palin's acting chief of staff thinking he was going to be discussing security for the governor's picnic. He left the meeting without a job.

The abrupt firing of Walt Monegan was a shock not only to him but all of the men and women of the Department of Public Safety. The way Monegan was fired raises serious questions about the governor's true motives. 

So why was Walt Monegan fired out of the blue? Why would Governor Palin send a surrogate to fire her Public Safety Commissioner and then not have a decent explanation for the public? And why would Monegan's replacement be telling people three days before Monegan got fired, that he was going to become the new Commissioner of Public Safety?

Walt Monegan got fired for all of the wrong reasons. Walt Monegan got fired because he had the audacity to tell Governor Palin no, when apparently nobody is allowed to say no to Governor Palin.

Monegan said no, he couldn't cut his budget because his State Troopers were already being stretched to the limit and public safety suffering. He said no, he couldn't cut his budget because fuel costs for planes, boats and patrol vehicles soaring, while crime in rural Alaska was putting more demands on the Troopers transportation system.

But more alarming than any budget battle, Monegan said no to firing a State Trooper who had divorced Governor Palin's sister because the guy was being maliciously hounded by Palin's family.

And not just that; Monegan's firing came after his Colonel had to reprimand the governor's office for meddling in department personnel affairs.

Monegan's budget battles

When Walt Monegan was appointed, he realized the deep problems at DPS including low morale, understaffed detachments and the lack of a funding commitment to a long term vision.

He also recognized, that along with the strategic plan his department developed and introduced just months ago, there needed to be a commitment of resources to follow through on the public safety needs for Alaskans.

"We want out employees to know that help is on the way; that we are planning to grow our staff to provide both the needed services for this vast state, and the appropriate training necessary to do it", Monegan wrote in his 2008-17 Strategic Plan.

But the Palin administration wanted Monegan to go in another direction. They wanted him to cut corners on a budget that had already fallen behind over the last decade. Under Former Governor Murkwoski there was significant investment made to try and catch up with growing costs but Palin's budgets have again started to starve the agency.

To make matters worse, the change to the state's retirement benefit program adopted by the legislature in 2004 has had a negative effect on the departments ability to recruit new Troopers.

Meanwhile, since Governor Palin appointed Walt Monegan in 2007, she has spent less than one hour in face to face discussions with him about the critical public safety issues in Alaska.

And her fy09 budget for public safety clearly shows the results of her lack of understanding about the challenges that DPS faces.

According to the Legislative Finance Agency, the public safety budget in fy09 was cut by .06% from what the governor originally proposed while the governor's own budget increased 22.6% over what she originally proposed.

The problem for Palin was that Monegan was vocal about his concerns about the growing problems in rural Alaska due to alcohol and drug abuse and recognized that the state needed to invest more in protecting the public. 

A few months ago, Monegan warned that Troopers were stretched so thin with no funding support coming from the administration that they might not be able to respond to all calls and even suggested the department prepare a statement for when those situations occurred 

Monegan and his department were getting too far out in front of Palin, acting in ways that were independent and contrary to the governor's wishes. Palin needed to replace Monegan with someone who would be seen but not heard while doing the governor's bidding.

That's why Palin replaced Monegan with Chuck Kopp from Kenai, an  old Palin family acquaintance who is more likely to follow the governor's line and never say no.  

Monegan, ever the good cop, even advocated for a safer Alaska after he was relieved of his duties. In an interview with KTUU on Sunday, two days after he was unceremoniously fired by one of Palin's surrogates, he stated that he informed the administration of a few things that should not be ignored, including the current economic situation in Alaska's rural communities, where he believes poor fishing returns could potentially cause social unrest.

"Thefts increase. Domestic violence increases. When you apply a lot of stress on a situation, money and fuel oil are an absolute hope at some point.  And unless we band together as a government to address it head on it could be very bad," Monegan said.

Walt Monegan was fired because he fought too hard. Governor Palin fired Monegan because she understood too little and wanted a puppet as commissioner.

But there was another reason that contributed to Monegan's ouster; a more alarming reason.

Trooper Mike Wooten: Being hunted by the governor

In the fall of 2004, Trooper Mike Wooten had decided the differences between he and his wife Molly of four years had grown to the point of being irreconcilable. His wife just happened to be the younger sister of Sarah Palin.

The beginning of the divorce proceedings set off a chain of bizarre and chilling events that has continued through today. During that time it has resulted in the governor and her family trying to ruin the career of an eight year Alaska State Trooper that has served his state on the SERT Team, Motor Unit and DUI Team.

Beginning in spring of 2005 and for the next ten months, over 25 formal complaints were filed by Palin and Heath family members against Trooper Mike Wooten. From drinking while driving his patrol car to making threats to shooting a moose without a permit.

According to Trooper records, Sarah Palin said that in January and February of 2005, Wooten was drinking while driving. After investigating the complaint, the investigator found that Palin never actually saw what she reported.

In another complaint, Sarah's father said that Wooten made threatening remarks. Again, the investigator found there was no probable way that it could have happened.

In all cases except one, the charges were ruled unfounded after an internal investigation. And the one charge that was valid, Wooten immediately admitted to.

In 2003, Wooten, his wife and a friend were moose hunting. Upon spotting a moose, Wooten instructed his wife to shoot the moose since she had the permit, she refused so Wooten did.

After carting the moose back to town, Sarah's father actually butchered it in his garage, and Wooten shared the meat with both Sarah and Todd Palin as well as her parents. Two years later, during the divorce battle, the family filed a complaint alleging that Wooten had taken that moose illegally. At least they waited until they finished the meat to file the complaint against Wooten.

But it didn't stop there. Threatening phone calls, private detectives that were hired to follow Wooten, notes left on windshields, Todd Palin taking pictures then submitting them to Wooten's supervisor, all designed to intimidate Wooten into backing off from demanding equal child custody rights.

But every time they filed a spurious complaint, the Troopers would bring in an Administrative Investigator who after seeing more than two dozen of these ridiculous and time consuming complaints stated that in all his years he had never seen such a shotgun pattern against one officer.

Meanwhile in court, Wooten prevailed at every turn as Judge Suddock quickly realized there was a concerted effort to damage Wooten. Finally the judge warned that if any of their actions caused Wooten to lose his job or pay in anyway, Molly and her family would be held liable.

After the divorce was final in late 2005 things settled down, until last fall.

At the request of the court, Wooten and his ex-wife were instructed to return to re-visit the custody schedule. Once the paper work started in April of 2008, the complaints and the intimidation started all over again.

But now Wooten wasn't dealing with just Sarah Palin, he was dealing with Governor Sarah Palin.

On April 23, 2008 in written testimony to the court, Palin denied ever making claims against Wooten, when in fact she had emailed a State Trooper Colonel in April of 2005 accusing Wooten of driving drunk.

Twice in the last few months complaints were filed by the governor's office accusing Wooten of improperly using his patrol car. Both times he was visiting his kids at school and both times he had permission from his sargent. The last complaint came in May after Todd Palin saw Wooten pulling out of the school parking lot and six days later the complaint landed on Wooten's supervisor's desk.

During the legislative session this past spring, Palin reportedly told Commissioner Monegan to fire Wooten because he was giving Troopers a bad name. However Monegan said he would do no such thing. 

A short time afterwards, it was discovered that confidential material in Wooten's Administrative Investigation file had been released to his ex-wife and her attorney. This drew outrage from the Public Safety Union as well as the Commissioner. AI files are strictly confidential and can only be released with the written signature of the Trooper, but yet no one could explain how the detailed confidential information was released.

Reportedly, both Commissioner Monegan and Colonel Audie Halloway warned that if they found out the file was leaked by the governor's office, they would pursue charges.   

Unfortunately, Commissioner Walt Monegan has been fired and word on the street is Colonel Audie Halloway's days are numbered as the new commissioner brings in those who won't object when the governor uses the Troopers as her own private security force.

The most tragic part of this whole story is Trooper Mike Wooten. For the last four years his children have endured inexcusable stress at the hands of the governor and her family. The same governor who has been on television telling Alaskans how important it is to love your kids and spend time with them. Truth be told, Governor Palin should watch her own television commercial.

For eight years, Trooper Mike Wooten has served the people of the State of Alaska by putting his life on the line to protect them from harm. Today the question is; who will protect Wooten from the blatant abuse of power now that the governor has free hands. 

Commissioner Walt Monegan was fired because he fought for his employees, he fought for a safer Alaska and he didn't care if he had to fight Governor Palin to do it.

molly mccann is nothing more

molly mccann is nothing more than a free nanny to the palins, how sad for the palin kids to not only not have parents to raise them but to be being raised by someone that does not even see the value of being a decent parent and human being themselves. These poor children are screwed. I do not know how many people in the valley or even around the state have heard Molly McMcann say " DO YOU KNOW WHO I AM, I AM THE GOVERNORS SISTER " OR " THIS IS THE GOVERNORS NEPHEW " Yeah and SO who cares, nothing like living on a shirts tail.


Palin - Wooten

Andrew, if any of this is true, then Palin should be empeached, unless she resigns. If you are making this up then you should remove yourself from the public eye. You appear to have evidence. It should be given to the appropriate body and either criminal charges (if appropriate) or empeachment charges should be brought against her. If these charges are true, then what she has done makes what Randy Rudrick did look like a jay walking ticket vs a hit and run.

Halcro, I am very disappointed in you… I use to think very highly of you and now this… Come on. Nice story.... and you should have started it with once upon a time. How about going on camera and back this up with solid facts and proof. Oh, that’s right you’re just the story teller... While I stand behind everything I wrote, this is a blog. I trust my readers can see my comments, evaluate the worth and make an educated decision.

My sources spoke to me on the condition of not being revealed. A number of people are worried about retribution....I mean can you blame them?

You sir are a drama queen. You need to ask yourself why feel the need to invest so much of your time and energy trying to dig up dirt on Sarah Palin. Nice of you to mention in your blog that one of the complaints brought against Mike Wooten was that he tasered his 11 year old step son in front of his 14 year old cousin! Any adult that tasers a child and terrifies another one with the threat of tasering her needs to be brought up on abuse charges, period. If that adult is a state trooper, they need to be terminated immediately because they obviously lack the judgement necessary to perform their job. I guess Walt Monague doesn't see anything wrong with tasering a child since he reduced Wooten's suspension for this incident from 10 days to 5. Spare me the "this is only my blog" routine. Being a public figure (and I use the term loosely), if you put it out there, then you should be prepared to provide solid facts and PROOF! So until you're willing to do that, SPARE ME THE DRAMA!

Unlike most of the sheep that follow you, I actually READ the documents. It sounds like you are just airing a family's dirty laundry. Like I said earlier, you need to seriously ask yourself why you are so obessessed with Sarah Palin.

The real story is what has happened in the last few months with the blatant abuse of power and that is a story that will soon be written. 


Sir please learn the facts

Sir please learn the facts before spouting off. His suspension was in response to the illegal taking of a moose and Wooten admitted he was in the wrong. Although the taser thing was stupid, not dangerous in any effect (I have been tased in case you are wondering), I know many LEO's kids who have asked to be tased. Yes he should have said no to them but still this is not a crime. Not only that but how little common sense and grip on the real world do you have? How many times do we see false charges in divorce and custody proceedings? Trooper Wooten in no way deserves to have his career threatened or his personnel records used against him. Her conflict of interest is a sign she should not have involved herself in asking to have him fired. Also firing Walt because he brought this evidence to light shows how she was trying to sweep the problem away.


Taser Drama

I've read Andrew's blog three times, and I've yet to find the comment on the tasered boy mentioned by Davispty5. I read the complaint document and found no mention of a 14 year old female cousin witness. From where did Davispty5 get this information? Perhaps he or she is a Palin/Heath family member who is happy to share a few more snippets of "dirt" with the rest of us. If so, please, dish!

It's called reding the documents posted on KTVA's website, maybe you should try it before you start running your mouth. There are over TEN documents, I know it takes some effort, but you might want to read all of them before you make your next comment.

You are absolutely correct. I had not "red" all the documents before I started running my mouth. I took the effort to print out all 33 pages of Document 3 in order to confirm your allegations. What I found out was Payton is considered an "adrenaline junky" who insisted on being tasered by Wooten. Payton's mother was upstairs calling down to her son "not to do it". Molly McCann knew Payton and Bristol were downstairs with Wooten, and knew that Wooten was going to give Payton a quick shock with a training cartridge. On page 16 of Document 3: "Bristol stated that Payton volunteered to be tased, and that Mike had offered to see if she wanted to try also. Bristol refused stating that she was scared. Bristol was also asked why she waited so long and brought the incident up after two years. She then stated 'because of the divorce and stuff.' Bristol further advised that she just learned that the Taser has killed a lot of people while researching it with her mom." Your comment was Wooten "..terrifies another with the threat of tasering her..." This statement cannot be confirmed in the interview with Bristol. Other responses to this allegation include persons who claim to have heard Payton bragging about his being Tasered. This doesn't fit with your theory that he was being abused by Trooper Wooten. If Molly McCann was so worried about her son being tasered by Wooten, why was she upstairs giving her other children a bath? Why wasn't she on the phone calling for help? I wonder when Sarah and Bristol did their research on the Taser? The drama is in the documents!


Palin's misuse of power

What a loss for all of us. A governor we thought was different. Turns out she's WORSE than those she went after. I am ashamed to have voted for her after learning what vindictiveness and dishonesty she participated in going after her ex-brother-in-law and using her office to try and get him fired. Good lord. All divorces are messy. And in really bad movies about red necks we watch the crazy family members "go after" the honest hard-working dad and try to ruin his career. But in real life? And involving our GOVERNOR? And involving the lives of ALL OF US when she fires our DPS commissioner and hires a crony? This is politics as usual. She was supposed to be better than that. (Was Ben Stevens was talking about the Palin family when he trashed Valley residents? That would make his famous comment almost forgivable) Go back to the bar room brawls Sarah. That's the only place for behavior like yours.


So What is Your Motive, Andrew?

You indicate that your "story" comes from court docs and those close to one-side of the situation. Yet, your story is so full of inuendo and assumptions, that you would have the public believe it's the only side of the story. Do me a favor Andrew. Re-write your 'story', and every place you have Palin's name, replace with your own. How's that strike you. We live in a time & place where any idiot can say or write anything. And, because he/she quotes enough "credible sources", can have someone believing anything. How about you provide some real information as to "credible sources." If the published reports about the Trooper are correct, in that he used a tasor on his step-son, well then - I guess that's just one convenient thing we forgot to mention. And, if there's at least one, we can probably ASS-ume there are more. Your vile and repulsive arrogance is beginning to wear on many of us. I really hope you find a valuable function for your spare time. I only wish I had the time to spout anything that I found vaguely offensive, about you, to anyone who would listen. Since individuals like yourself like to brag about Palin's popularity ratings, you would think that 80% of the comments would be favorable towards Palin. Would love to see a poll right about now. I'm wondering if it could be the most significant drop a politician has seen in less than one week's time ever. I'd go to Vegas on that one, and I'm not a betting woman.

Thank you, Andrew for this article!! I am so disgusted by Sarah's two faced rules. It's what's good for Sarah and only Sarah and screw everyone else. I'm disgusted that she didn't have the stones to fire Walt to his face - but how telling is that? How telling that she's all for transparency until we're asking HER to be transparent?! I'll tell you what....if this new commissioner (who comes off as a major sleeze bag - he reminds me of Vic Kohring) fires Holloway....there'd better be a whole big comeuppance in Sarah's direction because Walt and Audie were/are the BEST thing to happen to AST in MANY years! I hope that if she in fact asked Walt to fire Trooper Wooten that Walt comes forward. He has nothing to lose. And this lame sound bite from Sarah that Walt could better serve the State as the Commissioner of ABC and that alcohol is a serious problem in the Bush and that's the "new" direction she wants to take? She's full of crap. Alcohol problems in the Bush will always be a problem. God help Trooper Wooten? God help our Alaska State Troopers. She's a liar. And I'm SO done with you, Sarah Palin. I never thought I'd say this, but you're worse than *gulp* Frank Murkowski. Budget Issues

While the "juicy" part of this story is the possibility of impropriety on the Governors part. I see the underlying, much overlooked issue here being the first part of the article, the budget issues. As I and many others have been crying for months, Alaska is NOT SAFE. As Mr. Cyr wrote in his ADN compass piece recently, Alaska is and has been #1 in forcible rape; we are #3 in assaults and #1 in Alcohol related assaults. Alaska is ranked the 2nd most dangerous place to raise a child IN THE NATION. This should shock and offend every good citizen of this state! The governor speaks now of improving recruitment and retention of State Troopers, yet just months ago, during Trooper contract negotiations, it was the Troopers who were begging the state to make their jobs more attractive so they could improve recruitment and retention, and the governor and her negotiators ignored them. Commissioner Krietzer of the DOA told Mr. Cyr, to his face, that if Troopers didn't like their jobs, they could quit and if that left vacancies then so be it! Does this sound like an administration that fully supports public safety and its Troopers to you? That doesn't sound like someone who wants to "improve recruitment and retention" to me. They might as well have said; "If your daughter is raped or your son assaulted because there were shortages of Troopers, so be it." Alaska is becoming one of the most dangerous states in the country and Mr. Monegan knew it, but Sarah didn't want to hear it. I believe this is just as important as her treatment of Trooper Wooten.

Recruitment and Retention

The only way to improve recruitment and retention without lowering our standards is to increase incentives for new recruits as well as those already serving as Troopers. The State is flush with cash, the Governor is willing to give each of us a check for $1200, yet we can't afford to provide a decent wage for our men and women who put their lives on the line every day so the rest of us can sleep peacefully at night? To All Troopers: Thank you for the sacrifices made by you and your families so that Alaska can remain a great place to live. Thank you for your courage. You are men and women of honor. Please, be safe always! To All Alaskans: Write and call your legislators. Demand that they fully fund the Division of Alaska State Troopers. Ultimately, our lives depend on it!


Concerned

Dare I admit to being a potential recruit. I am concerned that all the good I saw in a career as a State Trooper has such a Black Cloud hanging over it. I am an optimist by nature, but must admit that this is taxing my optimism. I love the ideals of honor, integrity, and service that this career contains. I hope that the future family of my fellow Alaskans can get this straightened out before I commit to relocate myself and my family. Let me know that my optimism is not misplaced.


Your Concern is Misplaced

The "Black Cloud" is temporary and will not stop the Alaska State Troopers from carrying out their mission. And the "ideals" you mention are much more than ideals: they are a way of life........if you are fortunate enough to be selected to join this incredible organization. All the best to you!

Thanks for this blog Andrew. To Mike you were mine and my husbands co-worker and you do not deserve this. Please keep your head up and know we are behind you. Its scary to think she has all our personnel information and feels she can use it as she sees fit. I fear for all our saftey also as she has cut the department to the point that we are only a month into the new fiscal season and already in the red. Andrew you should try and find out the drastic measures the Troopers are having to take and how the citizens saftey are truly in danger. We are headed for the wild west if Sarah has her way.

She was all sweaty and practically foaming at the mouth like a pit bull in defending herself. I don't know why none of us could see through this charade when she ran for governor. Somehow either we impeach or we have to live through 2+ years of this tyranny. Give it up Sarah and Todd.

Thanks Andrew for your digging into the truth that some of us knew all along!! It took over a year but the Alaskan people finally know the real governor they elected. The legislators should take the measures to remove her from office. It's finally over and the Alaskan people will have their resources back!!!
