Why Walt Monegan got fired: Palin's abuse of power

Last Friday, Commissioner of Public Safety Walt Monegan went into a meeting with Governor Sarah Palin's acting chief of staff thinking he was going to be discussing security for the governor's picnic. He left the meeting without a job.

The abrupt firing of Walt Monegan was a shock not only to him but all of the men and women of the Department of Public Safety. The way Monegan was fired raises serious questions about the governor's true motives. 

So why was Walt Monegan fired out of the blue? Why would Governor Palin send a surrogate to fire her Public Safety Commissioner and then not have a decent explanation for the public? And why would Monegan's replacement be telling people three days before Monegan got fired, that he was going to become the new Commissioner of Public Safety?

Walt Monegan got fired for all of the wrong reasons. Walt Monegan got fired because he had the audacity to tell Governor Palin no, when apparently nobody is allowed to say no to Governor Palin.

Monegan said no, he couldn't cut his budget because his State Troopers were already being stretched to the limit and public safety suffering. He said no, he couldn't cut his budget because fuel costs for planes, boats and patrol vehicles soaring, while crime in rural Alaska was putting more demands on the Troopers transportation system.

But more alarming than any budget battle, Monegan said no to firing a State Trooper who had divorced Governor Palin's sister because the guy was being maliciously hounded by Palin's family.

And not just that; Monegan's firing came after his Colonel had to reprimand the governor's office for meddling in department personnel affairs.

Monegan's budget battles

When Walt Monegan was appointed, he realized the deep problems at DPS including low morale, understaffed detachments and the lack of a funding commitment to a long term vision.

He also recognized, that along with the strategic plan his department developed and introduced just months ago, there needed to be a commitment of resources to follow through on the public safety needs for Alaskans.

"We want out employees to know that help is on the way; that we are planning to grow our staff to provide both the needed services for this vast state, and the appropriate training necessary to do it", Monegan wrote in his 2008-17 Strategic Plan.

But the Palin administration wanted Monegan to go in another direction. They wanted him to cut corners on a budget that had already fallen behind over the last decade. Under Former Governor Murkwoski there was significant investment made to try and catch up with growing costs but Palin's budgets have again started to starve the agency.

To make matters worse, the change to the state's retirement benefit program adopted by the legislature in 2004 has had a negative effect on the departments ability to recruit new Troopers.

Meanwhile, since Governor Palin appointed Walt Monegan in 2007, she has spent less than one hour in face to face discussions with him about the critical public safety issues in Alaska.

And her fy09 budget for public safety clearly shows the results of her lack of understanding about the challenges that DPS faces.

According to the Legislative Finance Agency, the public safety budget in fy09 was cut by .06% from what the governor originally proposed while the governor's own budget increased 22.6% over what she originally proposed.

The problem for Palin was that Monegan was vocal about his concerns about the growing problems in rural Alaska due to alcohol and drug abuse and recognized that the state needed to invest more in protecting the public. 

A few months ago, Monegan warned that Troopers were stretched so thin with no funding support coming from the administration that they might not be able to respond to all calls and even suggested the department prepare a statement for when those situations occurred 

Monegan and his department were getting too far out in front of Palin, acting in ways that were independent and contrary to the governor's wishes. Palin needed to replace Monegan with someone who would be seen but not heard while doing the governor's bidding.

That's why Palin replaced Monegan with Chuck Kopp from Kenai, an  old Palin family acquaintance who is more likely to follow the governor's line and never say no.  

Monegan, ever the good cop, even advocated for a safer Alaska after he was relieved of his duties. In an interview with KTUU on Sunday, two days after he was unceremoniously fired by one of Palin's surrogates, he stated that he informed the administration of a few things that should not be ignored, including the current economic situation in Alaska's rural communities, where he believes poor fishing returns could potentially cause social unrest.

"Thefts increase. Domestic violence increases. When you apply a lot of stress on a situation, money and fuel oil are an absolute hope at some point.  And unless we band together as a government to address it head on it could be very bad," Monegan said.

Walt Monegan was fired because he fought too hard. Governor Palin fired Monegan because she understood too little and wanted a puppet as commissioner.

But there was another reason that contributed to Monegan's ouster; a more alarming reason.

Trooper Mike Wooten: Being hunted by the governor

In the fall of 2004, Trooper Mike Wooten had decided the differences between he and his wife Molly of four years had grown to the point of being irreconcilable. His wife just happened to be the younger sister of Sarah Palin.

The beginning of the divorce proceedings set off a chain of bizarre and chilling events that has continued through today. During that time it has resulted in the governor and her family trying to ruin the career of an eight year Alaska State Trooper that has served his state on the SERT Team, Motor Unit and DUI Team.

Beginning in spring of 2005 and for the next ten months, over 25 formal complaints were filed by Palin and Heath family members against Trooper Mike Wooten. From drinking while driving his patrol car to making threats to shooting a moose without a permit.

According to Trooper records, Sarah Palin said that in January and February of 2005, Wooten was drinking while driving. After investigating the complaint, the investigator found that Palin never actually saw what she reported.

In another complaint, Sarah's father said that Wooten made threatening remarks. Again, the investigator found there was no probable way that it could have happened.

In all cases except one, the charges were ruled unfounded after an internal investigation. And the one charge that was valid, Wooten immediately admitted to.

In 2003, Wooten, his wife and a friend were moose hunting. Upon spotting a moose, Wooten instructed his wife to shoot the moose since she had the permit, she refused so Wooten did.

After carting the moose back to town, Sarah's father actually butchered it in his garage, and Wooten shared the meat with both Sarah and Todd Palin as well as her parents. Two years later, during the divorce battle, the family filed a complaint alleging that Wooten had taken that moose illegally. At least they waited until they finished the meat to file the complaint against Wooten.

But it didn't stop there. Threatening phone calls, private detectives that were hired to follow Wooten, notes left on windshields, Todd Palin taking pictures then submitting them to Wooten's supervisor, all designed to intimidate Wooten into backing off from demanding equal child custody rights.

But every time they filed a spurious complaint, the Troopers would bring in an Administrative Investigator who after seeing more than two dozen of these ridiculous and time consuming complaints stated that in all his years he had never seen such a shotgun pattern against one officer.

Meanwhile in court, Wooten prevailed at every turn as Judge Suddock quickly realized there was a concerted effort to damage Wooten. Finally the judge warned that if any of their actions caused Wooten to lose his job or pay in anyway, Molly and her family would be held liable.

After the divorce was final in late 2005 things settled down, until last fall.

At the request of the court, Wooten and his ex-wife were instructed to return to re-visit the custody schedule. Once the paper work started in April of 2008, the complaints and the intimidation started all over again.

But now Wooten wasn't dealing with just Sarah Palin, he was dealing with Governor Sarah Palin.

On April 23, 2008 in written testimony to the court, Palin denied ever making claims against Wooten, when in fact she had emailed a State Trooper Colonel in April of 2005 accusing Wooten of driving drunk.

Twice in the last few months complaints were filed by the governor's office accusing Wooten of improperly using his patrol car. Both times he was visiting his kids at school and both times he had permission from his sargent. The last complaint came in May after Todd Palin saw Wooten pulling out of the school parking lot and six days later the complaint landed on Wooten's supervisor's desk.

During the legislative session this past spring, Palin reportedly told Commissioner Monegan to fire Wooten because he was giving Troopers a bad name. However Monegan said he would do no such thing. 

A short time afterwards, it was discovered that confidential material in Wooten's Administrative Investigation file had been released to his ex-wife and her attorney. This drew outrage from the Public Safety Union as well as the Commissioner. AI files are strictly confidential and can only be released with the written signature of the Trooper, but yet no one could explain how the detailed confidential information was released.

Reportedly, both Commissioner Monegan and Colonel Audie Halloway warned that if they found out the file was leaked by the governor's office, they would pursue charges.   

Unfortunately, Commissioner Walt Monegan has been fired and word on the street is Colonel Audie Halloway's days are numbered as the new commissioner brings in those who won't object when the governor uses the Troopers as her own private security force.

The most tragic part of this whole story is Trooper Mike Wooten. For the last four years his children have endured inexcusable stress at the hands of the governor and her family. The same governor who has been on television telling Alaskans how important it is to love your kids and spend time with them. Truth be told, Governor Palin should watch her own television commercial.

For eight years, Trooper Mike Wooten has served the people of the State of Alaska by putting his life on the line to protect them from harm. Today the question is; who will protect Wooten from the blatant abuse of power now that the governor has free hands. 

Commissioner Walt Monegan was fired because he fought for his employees, he fought for a safer Alaska and he didn't care if he had to fight Governor Palin to do it.

Sarah is the head of our state.

Sarah is the head of our state because of the voters. We were tired of 'business as usual' with the "good ole boys club". She serves us because the VOTER'S wanted her and no one else, not even you, Halcro! She has the right and obligation to hire and fire for the good of our state. Why is anyone surprised????

What's surprising is the amount of people who are acting surprised over another example of corrupt Alaska politicians. I am a retired Alaska State Trooper and I can assure everyone of a couple of things. #1. Commissioner Monegan wasn't fired because of the Wooten issue but it didn't help his position with the Palin Administration #2. Commissioner Monegan was fired because he publicly took a position of not cutting DPS's budget and advocated pay raises and other incentives to make Trooper retention and recruitment better. Trooper retention has been poor for decades. Very few troopers even make it to retirement and those that do leave DPS shorty after they are eligible. In my recruit class, less than half retired. The others resigned, were terminated or died. Taking a position opposite Palin killed Monegan's chance's of being a full term Commissioner. #3. Troopers with under 5 years of service are often forced to transfer to Bush, Alaska. These transfers are without regard to spousal employment, childrens needs or other matters. Years ago, DPS had State housing for Troopers who were transferred. Presently state housing for troopers is the exception rather than the rule. This occurs even if a state housing unit is vacant but belongs to another state department such as DOT or Fish and Game. Troopers who have been given notice that they will be forced transferred have often resigned and went to work for other municipal police departments. #4. There have ALWAYS been political pressure of one form or another to derail investigations, look the other way or just cover sensitive matters up. Many years ago in Juneau, troopers posing as press for an undercover op witnessed various illegal activities among the powers that be. When the UC op was found out, the troopers were forbidden from posing as press in any future UC op's. Additionally UC op's in Juneau were conducted in places that normally wouldn't be visited by State politicians and staff. #5. There have ALWAYS been problems with troopers and sex. Look to the late Glenn Godfrey for the extreme result. Usually DPS would just transfer one or all the parties involved. Occasionally DPS would promote one of the problems as this would normally involve a transfer. These and other reasons were why trooper morale was in the dumper. As the saying goes " the more things change, the more they remain the same" #6. Finally, I can assure every Alaskan that you get the government that you deserve. Alaska is flush with money right now and money makes people do amazingly stupid and arrogant things. This particular controversy is only the beginning. "There is nothing wrong with a police state as long as you're the State Police"


No Experience Required

I don't know much about the situation, except i see a family's dirty laundry being aired now in public. a sister taking advantage of the governor's official capacity to intervene for her younger sister and "thump" the x husband one good time for baby sister. "I'll show him a thing or two" Harriet Miers not withstanding, Sarah Palin sounds like an excellent Republican vp choice?

Please tell me, what has Palin done that is so great? She's been so busy having more children and chasing after her brother in law she hasn't had time to run the state.

Your valley trash prom queen has done NOTHING that I can think of so far for the state except dangle 1200 to get her ratings back up. She has no experience , no Public relation and she is a plain old BULLY with a chip on her shoulder

And how many directions can we go in this state? While we're at it explain the concept of 'new energy' as well. That's sort of like 'change', it's a nebulous concept. It means nothing if you don't explain what exactly you are doing.


Palin's Abuse of Power

The messages on this blog seem to be concentrating on the issue with Trooper Wooten; however, I see some other truths in your message. "Walt Monegan got fired because he had the audacity to tell Governor Palin no, when apparently nobody is allowed to say no to Governor Palin." Since she first took over many shady deals have taken place within the State system. She has appointed friends to exempt positions with no experience in the area they were working in. These people then proceed to run their Departments or Divisions as they see fit, promoting employees in the classified services promotions without a recruitment process, changing job duties at will (without rewriting job decsriptions), rewriting job descriptions that give some employee promotions to new positions and other employees the work they are supposed to be doing for the "new job". The atmosphere is such that employees cannot say anything about these problems without being punished in various suble and not so subtle ways. The Gov. is also expanding her Anchorage office by about 20 office spaces, requiring other state employees to move so her office can have more space. Someone should look into the turnover that happened in many departments. Look at the number of long term employees that left, look at the number of vacancies, look at how long it takes to fill vacancies. Morale among State employees is as low as I have ever seen it in over 20 years. Yet we recently got the following message requesting that we make suggestions on how to cut the budget. "From: Rehfeld, Karen J (GOV) Subject: $20 Million Savings Target Good Morning – I have received some feedback from legislators who are hearing from their constituents that we are “cutting the FY09 budget” and impacting services. In response, I explained the governor’s concern about managing the growth in the operating budget and her goal in setting the $20 million savings target. I let them know that we have asked agencies to see what we may be able to accomplish in savings in FY09 by managing those things we have control over, finding efficiencies, and implementing changes in business processes and practices that could ultimately result in some savings. We used 2.9% of GF personal services to establish the savings target so that departments would have a number to work toward, but we did not suggest that savings would have to come from personal services. We encourage departments to look at all line items for potential savings. We typically end up with a GF lapse at the end of the year without imposing any savings targets. We have NOT asked agencies to cut services or positions. We have suggested delaying the filling of vacant positions or reassigning work, if possible, to achieve some savings. " I am thinking that maybe Walt Monegan told her that her could not cut the budget further without cutting services. There are many other things happening that people are afraid to talk about because we need our jobs.


Firing Monegan is an "evil thing to do". Be an example.

Gov. Palin should be replaced!!!I think you fired the wrong person,with good experienced. May be Monegan can take your place.how that it sound? with No job? I think Gov. Palin you over exercise your power. I believe this is an example of doing "evil ways" to good people who are humble to help our community.You have probably set an example for the situation (ie. divorce). The Govornor's reponse about Wooten is alarming

I know, I got a warm hug from my ex last week. Attended our daughter's graduation and we now our only concern is our kids well-being. We talk a lot about our kid’s futures. She is a wonderful woman, went through a lot in her life -- and is getting ahead. But, at one time she was mad, said "I wish you were dead!". But that was a couple years ago when she was in a relationship with her "New real Man". Oh, he turned out to be an alcoholic dreamer and it didn’t work out for them. Where were the kids? they were at home with her. She is now married and seems "Almost content". But the other day at dinner at a restaurant with our daughter you could tell she was a little lonely and when she looked at me it was with these: "I wish it could be the same as it was before...look" ... We managed to get through our separation and avoid the vicious emotional trauma of a bitter divorce... But, there have been times when feeling were hurt, and dreams dashed. We've both come to realize that for life, it is getting better. We've both moved on and now have our own families with kids... But, like I said before, the welfare and future of our kids are our focus now...Why? Because although we recovered and made it through the nastiness of a broken family, our kids still once in a while walk over and hug their parent and cry... ...maybe after the Palins’ and the Wootens’ "wake up" and see how really terrible this is on the kids...they will realize … all the mud-slinging, and vicious accusations are like salt in the gaping emotional wounds they are inflicting on their kids. Our Governor needs to grow up... The whole bunch of them need to take a step back... and concern themselves with their kids and “stand down”

I find it very interesting Andy, that you have never held a job outside of the family business. How much experience can one get when daddy owns the store? Apparently you got all the expertise, and you spout your blather the loudest of them all. I knew guys like you in high school and throughout my adult life in the workplace. You see, my dad didn't own the store, so I had to work my ass off and learned to be humble while I was at it. I think everyone is entitled to thier opinion, but I don't think anyone has the right to shout down everyone else. Also, there was a time in this country where if you made accusations about someone, you had better be able to back it up with fact. Can you do that with your allegations against the current governer? You say your "informants" are scared to reveal themselves. From what? This is not some action/mystery movie, it's real life, maybe you should grow up and join the rest of us at it. One thing you need to learn, just because you think it's so, don't mean it is. I have tried to explain this to my daughter who is 28 years old. She is very passionate about some things, however, she repeats things told to her by others that are not true. She will find out one day, when she learns the hard way that people like to boast about untrue things to get noticed..........kinda like you Andy.

Your story is sketchy..........

I find the veracity of your article to be somewhat in question due to the vague references you allow as fact. You lost, and now you sound like Al Gore. Primarily, your story is frightened at the budget cut of .06, that 6/100ths. Or out of the total budget of over $45,000,000 a cut of around $26,000. Not exactly shocking or a slap in the face to anyone. Next a Trooper investigator finds that a fellow trooper is innocent of all charges...............hmmm. I like almost all the troopers I have met, but that in no way means that they are lily white. He admitted to a game violation that should have relieved him of his firearms. Did they? If your story requires the use of near facts and hearsay to supplement its body, I MUST then consider the source as tainted.

Independent Investigator?

Hired by whom? I'm no fan of any politician generally, but if your facts are so compelling, present them to the Attorney General. Or do you claim the catch-22 that the A.G. is in her pocket, negating any evidence you may have. Additionally, I can find no information regarding Mr. Wooten's service of sentence for his game violation. Certainly had I committed this act, I would have paid a hefty fine. Also, to answer another person posting here, NO, I have NEVER poached, (sounds like a Valley past-time) and hold those that do poach in my lowest disregard. Finally, I appreciate your honesty in allowing those posts that hold an alternate opinion to your own space on your website. Thank You!


After it is all sorted out

Will you be big enough to stand up and apologize, or will you just continue yor rant? Lots of us will be watching.

I will most definitely stand up and apologize if an investigation reveals that there was no pressure brought on Commissioner Monegan to fire Trooper Wooten.

I didn't say it was a bad thing. I said, "you never had real life experience in the real world of work." You went from a job where your daddy owned the place, to state government. Damn dude, tough duty. You had what, 4 whole years in the government sector, and now you are the expert? C'mon get a grip. Just remember, if you ever get a chance to be up there in the Guv's chair, you will be scrutinized for everything you do or have ever done. So go ahead and cast all the stones you want, cuz it will come back to haunt you.

I am a lifetime Alaskan and support you in your endeavors to keep the politicans on their toes. I appreciate what you share and I know others are less educated making the most controversal decisions for our state. I supported you and am a Democrat and will continue to do so. The very idea that this english or journalism major out of IDAHO is in charge of a state with the problems we face is assinine. I never for a second believed her rantings when she ran and knew from people who worked with her that she has a chip on her pretty shoulder. YOU do things her way or are gone. When people who worked with her in Wasilla tell me they scattered when she showed her sour puss then that tells me that she has a problem not those around her. Timing? The timing was created by the termination of Walt Monegan and the indication that the Wooten case was related. The governor fired Monegan last Friday.

No Monegan firing..no relation.

You'll have to do better than that.


Sarah Palin

Andrew, I emailed you shortly after the election, that you lost, and asked you why you were so hateful in everything you said and wrote about the newly elected governer. You told me "that Sarah Palin had said that she wanted to hear from all Alaskan's about how they thought the state should be run." So because you lost to her, you are her most vocal opponent. I say go live with your "revealing" information and all your "scared" informants. It's pretty easy to make accusations when you don't have to back them up. So, I would like to get this straight, you believe that this Trooper Whooten does not have a problem? He tazes his "step"son because the stepson "wanted it." Give me a frigging break. So if this same kid wants to get drunk or smoke dope, or hookybob behind a bus, the good father, Trooper Whooten, says "sure you can." Remember, all those folks serve at the "pleasure"of the Governer, if they don't tow the line, she is free to fire any and all she wants. It's only when sandbox crybaby's like your self,stir things up that, the public gets all worked up over nothing. I'm pretty sure that Walt Monegon was doing a great job, however, he got fired. Pick up your toys Walt and go home and no crying. I wish all you people would get a life. This is all some of you have to do, is complain when things don't go your way, and make up wild stories to suit your mood. I say, if what Sarah is doing is illeagal, start some criminal action against her, if not, we don't want to hear your whining. You will get another chance to be "gov" in a couple of years, try and make that time memmorable without showing your ass anymore.

radio listeners that simply hates Rush Limbaugh or Howard Stern, but listens to them anyways because his hatred or strong distaste for them is so great, he has to fuel himself more so he can continue with his hatred or such. ;)
